The proposed changes to India's foreign funding law are drawing scrutiny from legal experts over provisions that would allow the government to take control of NGO assets in a wider range of circumstances and exempt certain organisations from the law altogether. Former Lok Sabha Secretary General PDT Achary believes the proposed Foreign Contribution (Regulation) Amendment Bill goes beyond regulating foreign funding and grants the government sweeping discretionary powers. Speaking to CNBC-TV18, he said while regulating foreign contributions is necessary, some provisions of the Bill have what he described as a "sledgehammer effect."
